Trust begins with knowing the traffic, the counterparty and the route. Agree the intended use, investigate unexpected behaviour and reconcile the records that support a dispute.
The four measurements
Read the signals.
Answer-seizure ratio
ITU-T E.425The share of seized calls that end in an answer. It moves with the traffic as much as with the route, so we read it against the same traffic over time.
Network effectiveness ratio
ITU-T E.425A reading of network handling from release causes. Distinguish network failures from normal user outcomes using an agreed classification; the figure alone does not establish the cause of a change.
Average call duration
Traffic contextCall duration varies with traffic and quality. A change is a signal to investigate alongside the other measurements.
Post-dial delay
Setup timingCall-setup delay to the agreed measurement point. An increase is a signal to investigate, not proof of a particular routing path.
These measurements feed NRSA, which combines them with the rate of the destination into a Total Quality Indicator per supplier and per prefix. Quality thresholds, escalation and any blocking or rerouting actions are agreed for the interconnect.
Fraud
Fraud has a real cost.
The Communications Fraud Control Association's 2023 survey put the industry's fraud losses at close to 39 billion US dollars a year. For a wholesale counterparty, fraud means unpayable invoices generated in hours.

How we defend
- Credit per call. Rated calls and running totals support review against agreed credit limits and escalation terms.
- Operational review — rate, margin and credit indicators help identify traffic that needs investigation.
- Destination restrictions — revenue-share ranges and any opt-out requirements are addressed in the commercial discussion.
- Blocked ranges for destinations that exist only to be dialled by machines.
- Escalation contacts. Agree operational contacts and the procedure for reporting suspected fraud before traffic starts.
What we refuse
- Refiling that strips or fakes a CLI when a CLI route was sold.
- Grey SMS routes sold as direct.
- Traffic whose origin a counterparty will not disclose.
- Destinations we cannot reach honestly — marked blocked, not sold and hoped for.
Agree the response

The interconnect should define responsibilities, escalation and any traffic action. No single indicator establishes fraud on its own.
